Boulder Capital LLC
Boulder Capital was formed in 1995 by Roy S. MacDowell Jr., and specializes in real estate development, real estate lending and capital ventures. Boulder, known for some of the finest developments in New England, has recently expanded its efforts nationwide, and has expertise in residential, commercial, retail, and medical properties. Additionally, Boulder Capital serves as a value-added capital source to a number of real estate and business entrepreneurs.

- 680 South Avenue was an infill redevelopment of 16 new affordable and luxury townhouses under the state’s Local Initiative Program (LIP) Comprehensive Permit in Weston, MA.
- Longview Place was a 348 unit ultra-luxury apartment community overlooking the Charles River in Waltham, MA.
- Children’s Hospital Boston at Waltham was the repositioning of a 405,000 sf 265-bed acute care community hospital into a state-of-the-art private medical campus.
- Cronin’s Landing, a 281 unit nationally acclaimed mixed use riverfront apartment community, has been credited with the revitalization of downtown Waltham, MA.
- The Village at Bear Hill was a 324 unit ultra-luxury apartment community on a 65-acre hillside in Waltham, MA. Boulder Capital acquired the property and completed the design, permitting and entitlements.
- The Residences at D Street was a 695 unit high-rise community, located in Boston, that was a joint venture with AEW Capital Management and Cathartes Investments. Boulder Capital acquired the property and completed the design, permitting and entitlements.
- North Andover Medical Office Park entailed the repositioning of a Class B office building into a first class medical facility.
- 1440 Massachusetts Avenue was the repositioning of an infill office building into mixed use retail/ commercial property (located in Arlington, MA) and was a recipient of the Massachusetts Historic Preservation Award.

Land Development Services. VHB is uniquely suited to provide integrated land development services to assist public, private and institutional clients in land planning and engineering. VHB’s unique approach to land development brings together skills of land planning, field survey, environmental sciences, traffic, and civil engineering to allow us to perform detailed assessment and analysis of the site’s existing natural and infrastructure conditions. From this information, VHB’s planners, engineers, scientists, and landscape architects formulate innovative development plans that create opportunities for economic growth, improved quality of life, and environmental betterment.
Site Engineering. VHB designs site improvements including the preparation of contract plans, specifications, and estimates, parking lot design, utilities design including water and sewer distribution systems, grading and drainage design, stormwater management, erosion control design, and design of structural improvements.
Planning Services. VHB provides conceptual and technical planning services to facilitate large-scale, complex, and mixed-use developments. Our projects include community visioning, zoning and design guidelines, master planning for land use/development and municipalities, feasibility and site analyses, downtown revitalization strategies, site planning, and many others. Connery, founding principal, has thirty five years of planning and development experience. Douglas W. Resnick, Esquire
Practicing real estate and land-use law for over 29 years, Douglas Resnick has obtained permits and approvals for dozens of residential subdivisions, two substantial shopping centers (Franklin Village in Franklin, Massachusetts and Milford Square in Milford, Massachusetts) and several mixed-use projects, most recently the “Maple Avenue Planned Village Development” in Upton, Massachusetts. Mr. Resnick also does a significant amount of residential and commercial mortgage conveyance.
As a long-time resident of Hopkinton, Massachusetts (28 years), Mr. Resnick finds it particularly rewarding to work on Hopkinton projects which benefit the Town in significant ways. His role on the Legacy Farms Project Team will be to serve as local counsel to Boulder Capital LLC. Having lived and worked in Hopkinton most of his adult life, Mr. Resnick’s understanding and affection for the community will be capitalized on this project in ways that he hopes will advance the interests of the Town and its citizens.
